Undocumented: build_on_own_prop_only and disallow_url_actions

These two world.ini options go hand in hand. They are both off by default and can be enabled like this:

build_on_own_prop_only=1
disallow_url_actions=1

Enabling build_on_own_prop_only has the following effect:

• Those who have build rights can only put objects in cells where they already own at least one object (or it will return RC_ENCROACHES).
• Only caretakers and admin instances (admin tool) can put objects anywhere.

This means that building can be restricted to "plots" assigned by caretakers. Thus, it is possible to put * (everyone) in the build rights list. Might also want to put commands like "move" in the list of special commands.

Enabling disallow_url_actions has the following effect:

• Those who have build rights can not put / (forward slash) or \\ (backslash backslash) in the action field of an object (or it will return RC_RESTRICTED_COMMAND).
• Only caretakers and admin instances (admin tool) can put whatever they want in the action field.

This can be used to restrict linking to any files outside of the object path.

Another quite useful world setting in this context might be

[misc]
encroach_caretakers=0

This will allow caretakers of the world to build on top of other's objects.

I'm pretty sure that was already on for CTs by default for long time. I once had CT rights more than five years ago (not sure exactly what year was it... long time ago) and I can still encroach over other's builds. It's part of Eminent Domain (ED) rights (in addition to right to delete or modify other's), I believe.
