These two world.ini options go hand in hand. They are both off by default and can be enabled like this:
[misc]Enabling build_on_own_prop_only has the following effect:
Enabling disallow_url_actions has the following effect:

Another quite useful world setting in this context might be
[misc] encroach_caretakers=0 This will allow caretakers of the world to build on top of other's objects. Chris |

I'm pretty sure that was already on for CTs by default for long time. I once had CT rights more than five years ago (not sure exactly what year was it... long time ago) and I can still encroach over other's builds. It's part of Eminent Domain (ED) rights (in addition to right to delete or modify other's), I believe.
